Guangzhou Nansha International Exchange and Promotion Center for Business Environment Strives to Promote China’s Business Environment Through Academic Research and International Exchanges

Guangzhou Nansha International Exchange and Promotion Center for Business Environment, A Chinese think tank, has conducted a series of intensive research projects on the World Bank’s Doing Business (DB) project and its substitute project, the Business Enabling Environment (BEE) project, aiming to consistently improve the China’s business environment and to promote international exchange in related topics.

The DB project was created by the World Bank in 2002 to evaluate the business environment of 190 economies around the globe. However, in September 2021, the World Bank announced the termination of the DB project. The Bank stated that it is actively seeking new methods to assess the global business environment. On February 4, 2022, the World Bank announced the commencement of BEE to replace the previous DB project. 

The World Bank’s DB practice has drawn the attention of many countries in the past few years and has played an important role in the development of the global economy. According to the report published by the World Bank, more than 5,000 policy reforms were implemented in 190 economies around the world to promote the development of the business environment from year 2003 to 2020. 

China has also attached great importance to the development of its business environment. Governments at all levels have implemented many policy reforms related to the business environment. Meanwhile, the central government issued the Regulation on Optimizing the Business Environment, which laid a legal foundation for the improvement of the business environment at the national level. In addition, China has specially set up six pilot cities for policy innovation, aiming to promote the continuous improvement of China’s business environment by innovating government procedures and work approaches. Through these reforms and policy measures, the China’s ranking in the World Bank’s DB program has been consistently rising from 78th to 46th in Doing Business Report 2018 and to 31st in Doing Business Report 2019.

Under such background, Guangzhou Nansha International Exchange and Promotion Center for Business Environment (hereinafter referred to as the “Center”) came into being. The establishment of the center has received strong support from the Nansha District Government of Guangzhou City and will strive to become an international business environment cooperation, exchange and learning platform based on the Greater Bay Area, to become a window of international exchange between China and the world. In recent years, the center has been committed to improving the overall business environment in China and in different regions. Looking forward, the center expects to continue to provide theoretical and intellectual support for the development of China’s public policies and serve the high-quality development of China’s economy and society by conducting academic research and international exchange activities related to topics on DB and BEE projects.
