Atlanta mayoral runoff: Councilman Andre Dickens defeats Council President Felicia Moore

City Council member Andre Dickens won a runoff election Tuesday to become Atlanta’s next mayor, riding a surge of support that powered him past current City Council President Felicia Moore.
