With New York's unemployment above 12%, group says state is missing critical piece to its workforce development strategy

In most years, New York state spends almost $1 billion on economic development through the annual regional economic development competition and the 10 councils. While the competition is not happening this year because of Covid-19, the councils are instead focused on creating workforce development plans for each region.
