NTL was the vision of Kurt Lewin, founder of modern social psychology and a pioneer in the field of action research. In 1946, when Lewin was Director of MIT's Research Center for Group Dynamics, he concluded from his experiences that increased awareness of self and others could be accomplished through facilitated group dialogue that advocates open-minded appreciation and inclusion of differences. "Lewin was ahead of his time," Payne said. Following his example, Janie Payne has been a pioneer in her field. She created and led an initiative to launch the first self-directed work team in a Fortune 500 company, which led to a career of effectively leading planned organizational strategic change.

According to James Smith, NTL's Executive Director "NTL is a unique organization in that we bring organizational development professionals across a multitude of disciplines, including government, manufacturing, healthcare, technology academics, and clinicians. He continued, "We are excited to continue the legacy of change leaders with Janie Payne as our new Chairperson. Our focus over the next year is to develop a strategic plan that will take us into the next decade. Janie has excellent experience moving organizations through the change process and achieving outstanding results."

A native Washingtonian, Janie L. Payne holds a master's degree in organizational development from American University in Washington, DC. Janie also received a certificate from the University of Michigan Business School's Human Resources Executive Program and she is a certified coach. Janie Payne has led human resources programs for both domestic and international employees in the for-profit, government, and NGO sectors and was recognized by the Department of Labor as a change agent.
