Stockton Fire and Police Select National Public Safety Group to Support Major Public Safety Software Modernization Project

Police and Fire Departments Will Replace Aging System with Modern Technology to Improve First Responder and Public Safety

The Stockton Fire Department and Stockton Police Department, California, have awarded National Public Safety Group (NPSG) a contract to support a public safety software modernization project which will strengthen emergency response capabilities and enhance safety for Stockton’s approximately 340,000 residents.

The project will replace the Departments’ legacy CentralSquare Tiburon system with modern Computer Aided Dispatch (CAD), Law Enforcement Records Management System (LERMS), and Mobile Data System (MDS). NPSG will provide Needs Assessment, Selection, Procurement, and Project Management services using its proven four-phase NPSG Operating System (NPSG-OS) approach.

“This project is mission-critical to our agency and to the community we serve because our dispatch center is not simply a communications hub, it is the front door to emergency services,” said Captain Bradley Burrell of the Stockton Police Department. “As call volumes rise and incidents grow more complex, our technology must reduce response times, enhance responder safety, strengthen interoperability, and support Next Generation 9-1-1 standards. When seconds matter, technology must accelerate performance, not hinder it.”

The modernization effort comes at a critical time as Stockton Fire assumes responsibility for ambulance dispatching across San Joaquin County this year, significantly increasing operational demands on the City’s dispatch center.

“As the Fire Chief, I am very grateful to have NPSG working on our behalf and managing this very important public safety project for the City of Stockton,” said Chief Bryan Carr. “When we recognized the need to acquire a new CAD system for both Fire and Police, we sought a trusted advisor to guide us through what we know will be a complex project. After a competitive RFP process and extensive reference checks, we were impressed by NPSG’s professionalism, flexibility, unanimous customer recommendations, and sincere commitment to enhancing the safety of the personnel providing services. As the Stockton Fire Regional Dispatch Center assumes responsibility for ambulance dispatching across San Joaquin County, we are eager to implement a CAD system that improves dispatch efficiency, supports our dispatchers and enhances firefighter and community safety.”

As a vendor-agnostic consulting firm dedicated solely to public safety software projects, NPSG helps agencies make informed decisions, protect their investments, and ensure new systems align with operational needs and officer and public safety priorities.

“We selected NPSG because this project demands far more than technical procurement support — it requires operational insight, strategic foresight, and a partner who truly understands the complexity and culture of public safety communications,” Captain Burrell added. “Their approach prioritizes stakeholder engagement, operational analysis, and long-term strategic alignment. We are confident that their recommendations will be guided by best practices and operational need, not product preference. That objectivity is essential when making an investment of this scale and significance.”

With decades of public safety and public safety software experience, and a team composed of former public safety professionals who have worked on both the agency and software vendor sides, NPSG stood out to the Departments for their sincere commitment and authentic dedication to public safety.

“It’s such an honor to be chosen by the public safety professionals at the Stockton Fire, Police, and IT Departments,” said Buck Mims, CEO of National Public Safety Group. “They are an amazing group of professionals who have the right focus and the right ‘why’ behind these major technology investments. The why? It is because they absolutely love their City! As the 11th largest City in California, the demands on their future systems will be large. As a concierge consulting firm that supports only public safety software projects, we are looking forward to guiding the process of finding, procuring, and implementing the public safety software system of the future that makes their community a safe place to work and live.”

By partnering with NPSG, the Stockton Police and Fire Departments are ensuring a methodical and efficient approach to one of the most significant technology investments impacting their operations. This is an important first step to selecting the best solutions to meet their needs, maximizing long-term value, and delivering measurable improvements for dispatchers, officers, firefighters and the community.
