He obtained a Bachelor of Science in Civil Engineering, graduating cum laude from Northeastern University in 1985. He furthered his education by earning a Master of Science in construction management from the Polytechnic Institute of New York University in 1988. He also holds several professional credentials, including licensure as a professional engineer in New York, New Jersey, Virginia and Maryland, Board Certified Safety Professional and qualification as a New York City Department of Buildings Site Safety Training Supervisor.

Among Mr. Jacobs' notable career achievements is his exceptional ability to inspire and lead others who aspire to collaborate with him. Crediting his success to his mentors, his proudest accomplishment has been his recognition as a fellow of the American Society of Civil Engineers and his Moles membership, which underscores his expertise and dedication to the field of civil engineering and heavy construction.

Further highlighting Mr. Jacobs' pursuit of excellence is his affiliation with several industry-related organizations. He is a fellow of the American Society of Civil Engineers, president of the General Contractors Association of New York Inc., chair of the Underground Construction Association of the Society for Mining, Metallurgy and Exploration Inc., member and past trustee of The Moles, and member of the National Society of Professional Engineers, the American Society of Safety Professionals, and the Disputes Resolution Board Foundation.

Mr. Jacobs began his professional journey in 1983 as a cooperative education student at MGK Constructors, a joint venture of McLean Grove, Grow Tunneling and Kiewit Construction. Upon graduation, he joined MGK full-time as a field engineer, continuing to Perini Corporation, where he transitioned to a project engineer, estimator and project manager. In 1995, Mr. Jacobs joined Frontier-Kemper Constructors Inc. and continued his leadership progression to vice president of Northeast operations. His experience also includes negotiation, litigation, jurisdictional disputes, and dispute resolution board preparation and testimony.

Outside of the Office

Outside of his primary professional responsibilities, Mr. Jacobs has presented at numerous professional conferences, speaking on topics like modern shotcrete and waterproofing techniques and various tunnel rehabilitation and construction subjects. He has spoken several times to high school students about engineering career opportunities and graduate students about potential issues that can arise during heavy construction projects and how to resolve them. Mr. Jacobs is also on the Tri-State Engineering Expo Board of Directors and its planning committee. The Tri-State Engineering Expo is an annual event that over 1,000 high school and middle school students attend to learn about engineering career opportunities.

Additionally, Mr. Jacobs has been involved in various civic-minded organizations, including 17 years as a South Orangetown Central School District Board of Education Trustee from 2005 to 2023. During his tenure, Mr. Jacobs served on the District's Audit Committee and Finance Council from 2008 to 2023, Capital Facilities Committee from 2005 to 2023, and numerous board vice president and president terms.
